Cabal is a fixed-screen shoot-em-up. You play the role of a soldier blasting away at an evil regime. Enemy soldiers, tanks, choppers, etc. will appear off in the distance and shoot at you. You must evade the bullets and fire back at them destroying their fortifications in the process.
